FOREWORD The user of this bulletin of North Carolina welfare laws will find that, within each of the main divisions of the bulletin, the statutes are placed as nearly as possible in numerical order. In the latest codification of North Carolina law, sections relating to a particular subject of the law were placed in the same chapter which is designated by the first portion of the section number. Other sections having some bearing on the subject under the terminology chosen in this bulletin properly belong in a different portion of the General Statutes. These few additional sections, carrying a different chapter number, have been placed in this bulletin in numerical sequence after that portion of the law relating most closely to the subject. Preceding the text of each division in this bulletin is a reference to the most important sections of the law pertaining to the subject within the designated pages. Every section included within the subject's pages has not been listed since no attempt was made to compile a detailed index of all sections of the law included in this bulletin. Former editions of bulletins of welfare laws carried explanations of, or references to, the work of other state and federal agencies with which welfare workers might occasionally come in contact. Since most of these agencies issue bulletins of their own, these references were omitted in this bulletin in order to conserve printing. Agencies feeling the need for bulletins setting out in more detail the law relating to health, labor and the like should obtain copies from the proper agency. A. LAURANCE AYDLETT, Raleigh, N. C. Beneficent provision for the poor, the unfortunate, and orphan, being one of the first duties of a civilized and Christian state, the General Assembly shall, at its first session, appoint and define the duties of a Board of Public Charities, to whom shall be entrusted the supervision of all charitable and penal state institutions, and who shall annually report to the Governor upon their condition, with suggestions for their improvement. (Const. 1868, Art. XI, s. 7.) EXCERPTS FROM THE GENERAL STATUTES OF Art. 1. State Board of Charities and Public Welfare 8108-1. Appointment, term of office, and compensation. There shall be appointed by the governor seven members who shall be styled the "State Board of Charities and Public Welfare," and at least one of such persons shall be a woman. The terms of office of the members of the board shall be six years. Upon the expiration of the terms of office of the present members of the board, the governor shall appoint their successors as follows: three members to be appointed on April first, one thousand nine hundred and forty-three and every six years thereafter; two members to be appointed on April first one thousand nine hundred and forty-five and every six years thereafter; and two members to be appointed on April first, one thousand nine hundred and forty-seven and every six years thereafter.
