17. A watch must remain day and night on the vessel; and no anchor must be out without a buoy.

18. No vessel can be made fast to the bridge; but must have an anchor out forward. ON DISCHARGING BALLAST.-Shipmasters must only discharge their ballast at the appointed places. Any departure from this regulation will subject them to fine of 140 roubles silver for each shovelfull. Even at sea, within Domesness, or in sight of the harbour, it is forbidden to do so, under a penalty of 100 roubles silver; but in the latter case, urgent necessity may authorise it, which, however, must be satisfactorily proved by the log. Shipmasters in discharging their ballast, must, by making use of sail-cloths, take care that none falls into the river: in the event of their neglecting to do so, they will incur a fine of 29 roubles silver. The master is forbidden, under a fine of 10 roubles silver, to discharge ballast without the knowledge of the Port-Commandant. A fine of 140 roubles silver is incurred for discharging ballast during the night..

Shipmasters must particularly state their quantity of ballast, under a fine of 9 silver rubles, 80 copeks. And shipmasters must be careful that no sand or trash is thrown into the river: the doing so, will be punished with a fine of 140 roubles silver. To take in ballast, permission must be obtained from the magistracy, and notice also given to the harbour-master.

With regard to the use of fire and lights.-From the outlet in the river opposite the town, to the citadel, and across the river, above or below the bridge, also in the stream, and at the quays, no fire must be on board, either in the cabin or any part of the vessel. It is, however, allowed in the cabin to use close lanterns, or lights in vessels filled with water; but then not later than 9 o'clock at night. Smoking on deck is likewise forbidden. Penalty, for violating this law, 28 roubles silver. Vessels lying at the hemp and oil wharfs, cannot burn lights, even in the cabin; and smoking is equally forbidden. Boiling tar on board a vessel is, without exception, strictly forbidden, from the entrance of the river: proper places on shore are designated for that purpose. The captain on board whose vessel a fire breaks out, is punishable by fine, and must, besides, make good all damage occasioned.

Port Regulations.-No shipmaster can bring his vessel to an anchor in such part of the river as will prevent other vessels from proceeding up or down. Whoever does not follow this direction, is compelled to repair all damage caused by such neglect.

If a master has lost his anchor in the roads, or in the river, and before departure does not recover the same, he must report to the port-captain and pilot-master, with description of the lost anchor, and when and how it was lost. Without such a report, the owner cannot afterwards reclaim the property, should it be found, the same being subject to the payment of the customary salvage. Shipmasters are particularly forbidden, on arrival or departure, either in the river or the roads, to make fast to the buoys, or pilot poles, or to affix lines to the same, for the purpose of warping.

It is an express rule for the port of Riga, that ships, lighters, &c., ascending or descending the river with a side wind, keep the starboard side of the channel, and are not to anchor in the narrow parts, nor on the bars. In beating up or down, every captain or pilot on the starboard tack, has the right to keep the wind; whereas, those on the port or larboard tack, must fall off. Those who do not follow these rules, must repair all damages caused by neglecting to do so.

Every shipmaster is bound, under his own responsibility, to make known these port regulations to the crew.

In going up or down the river, the pilot cannot, under any pretext, leave the vessel. If such an event occurs, the shipmaster must communicate the same, either to his consignee, or to the Port-Commandant. While the vessel lays in port, the captain and mate cannot both be absent at the same time. Good order must be maintained on board. In summer after 10 o'clock, and in the autumn after 9 o'clock at night, no seaman is allowed to be found in the streets, &c., or in taverns. In case of being found, he is liable to arrest and punishment by the police.

About 30 miles to the northward of the Zirlich Light, are the Filzand Islands, lying off the west coast of Oesel; here a lighthouse has been erected, 110 feet above the level of the sea, and showing itself 15 or 16 miles off. There is also a second light exhibited, about 630 feet to the northward of the one first built, the lantern of which is 95 feet above the surface of the water; both show fixed lights. The old lighthouse is of great utility to the mariner, and serves as a beacon to point out their proximity to this dangerous part of the coast, being by day an excellent turning mark, and easily distinguished from the Zirlich Lighthouse, by a black-painted band round its middle, and also by its two wings. It bears from the S.W. point of Gottland, N.E. by E. 3 E., distant 47 leagues; from the east end of Faro Island, E. N., distant 26 leagues; and from Gottska Sando, E. by S., distant 26 leagues.*

DAGER ORT LIGHTHOUSE was formerly the only one on this part; it is very conspicuous, being 538 feet above the level of the sea; it shows a fixed light, and may be seen, in clear weather, full 30 miles.

In making for Dager Ort, when you are abreast of the south end of Gottland, your course will be N.E. by E.; in pursuing which direction, you will, undoubtedly, first see the Filzand Lights; before you lose sight of these, that of Dager Ort will be visible also; give the point on which it stands, a good berth, for to the eastward of it are several patches of broken ground, with shallow water, some of them lying 7 miles off the land; outside of these is deep water; and having passed to the northward of Dager Ort, you will be in the GULF OF FINLAND.
