In consideration of the impoverished condition of the country, many worthy indigent Students can not support the expense of a Medical Education, therefore, it is Resolved,That a Student from each Judicial District in the State, be admitted free of cost for the Regular Tickets and requisites for admission. The applicant shall have a good education, and shall have been under the private instruction of some respectable Physician at least one year; be of good moral character and steady habits, and without the means of payment of the fees for the course. APPOINTMENT. The District Judge in each District is empowered to nominate such candidate, based entirely upon the highest mental and moral claims.
