SIR,

(1.)-Copy of a Circular LETTER from The Earl CAMDEN, to the Governors of His Majefty's Weft India Islands.

Downing-street, 5th September 1804.

N. confequence of a Report of the Committee of His Majefty's Privy Council for Trade and Foreign Plantations, I am to inftruct you not to open the Ports of the Ifland over which you prefide, for the Admiffion of Articles from the American States, which are not allowed to be imported by Law (except in Cafes of real and very great Neceflity) and not to fail to apprize me in every Inftance wherein you fhall do fo, and to ftate at the fame time the Reafons which induced you to adopt the Measure; taking care alfo, in every Proclamation which fhall be iflued for this Purpofe, to infert Conditions which fhall prevent Importations being made from the States of America on more favourable Terms, as to Duties on Entry than on fimilar Importations from the British Colonies in North America, where any fuch Duties are due and payable.

Downing-ftreet, 16th January 1805.

IN addition to the Directions contained in my Letter to you of the 5th of September, refpecting the Caution to be ufed in opening the Ports within your Government for the Admiffion of Articles from the United States of America, which are not allowed to be imported by Law, I am commanded to fignify to you His Majefty's further Pleafure, that you do not on any account, or at any time, fuffer any Gin, Brandy, or other Liquors, Eaft India Goods, or any Articles whatever, except Lumber and Provifions, to be admitted from the United States in American Bottoms into the Ifland under your Government. You are to be particularly careful that the feveral Articles of Provifion to be in fuch Cafes admitted, be fpecified in the Proclamations which you may ifiue for that purpofe, and you are not to extend the Permiffion to any Articles but thofe which cannot be fupplied by the Mother Country, or the British Colonies in North America; and in cafe any fuch Articles (except Lumber and Provifions, under the circumftances mentioned) fhall be attempted to be introduced, you are to fee that the neceffary Meafures are taken for carrying fully into execution the Laws of Navigation, and for enforcing the Penalties thereof against any Ship or Ships importing other Articles than Lumber and Provifions regularly permitted.

You will take fuch fteps as you may judge moft expedient for making thefe Directions generally known among the Planters, Merchants, and others, whom it may concern; and in the event of its becoming neceflary at any time to open the Ports for fupplics of Lumber and Provifions, to be fpecified as aforefaid, you are particu larly to infert in every Proclamation you may iflue for that purpofc, Notice to the following Effect; viz., That if any other Articles except Lumber and Provifions, as therein ipecified, are attempted to be introduced from the United States of America in American Bottoms, Meafures will be taken for the Forfeiture of the Ship or Veffel importing the fame, and of Goods fo imported, in contravention of the Laws of Navigation. (3.)—-Copy of a Circular LETTER from the Rt. Hon. W. WINDHAM, to the Governors of His Majefty's Weft India Inlands.

Downing-ftreet, 2d April 1806.

THE Lords of the Committee of Privy Council for Trade and Foreign Plantations have taken into Confideration the Situation of the British Itlands in the Weft Indies, with refpect to a regular and certain Supply of Provifions, and other Articles of the firft Neceffity; and have alfo confidered various Reprefentations made to them on the part of the Perfons interested in the British American Fifheries, in which it is ftated, that the very cffential Article of Salted Fith may, with proper Encouragement, be regularly furnished from Newfoundland, and the neighbouring Colonies, of fuperior Quality, and to any Extent, upon advantageous Terms.

In order effectually to eftablith an Intercourte which muft prove highly beneficial to the Weft India Ilands, as well as to the faid Fisheries, and confidering it of the utmoft Importance in the actual ftate of thofe Fisheries, that the Encouragement propofed to be granted fhould have Effect as speedily as poffible, their as pofiible, their Lordships have recommended that the neceffary Directions fhould be given by the Lords Commiffioners of the Treafury for the Payment in the feveral British Iflands in the Weft Indies of a Bounty of Two Shillings Sterling per Quintal upon Newfoundland and all other British American Salted Fifh, which fhall be imported into the faid Ilands in British Ships, from the Firft day of June 1806 to the Firft day of June 1807, and alfo for the Payment of the Bounties under-mentioned on Pickled Fith of the following Defcriptions; viz.

imported in like manner into the faid Iflands; and that a particular Account of the Amount of the Bounties fo paid be kept in cach Ifland refpectively, in full reliance that the fame will be repaid to the British Treafury as foon as the Legislatures of the feveral refpective Iflands thall have made provision accordingly.

I am in confequence to defire you will take the earlieft Opportunity of propofing to the Legislature of the Island under your Government to make immediate provifion as
